Short answer: At-rest and operational conditions represent different system states. At-rest testing evaluates the installed equipment operating without normal process personnel; operational testing evaluates the environment during defined work activity. The protocol must state the exact condition for every test.

Decision rule: Do not label a test “operational” merely because equipment is powered. Define the personnel, process activity and intervention state.

Define the state in writing

List which process equipment is running, whether product or simulated material is present, how many personnel are in the space, what tasks they perform and how long the room stabilizes before measurement. The same label can hide materially different configurations.

At-rest evidence

At-rest results help establish the baseline performance of the installed facility and equipment. They can isolate HVAC or equipment issues without the variability introduced by routine activity. They do not establish how personnel and process motion affect the critical zone.

Operational evidence

Operational testing evaluates the environment under representative use. For airflow visualization, this includes actual or simulated interventions. For particle monitoring, it includes the defined production state. Repeatability and a clear activity log are essential because the process itself influences the data.

Plan stabilization and sequence

The order of tests can affect schedule and interpretation. Define recovery or stabilization periods, cleaning steps, equipment warm-up, fog dissipation and the sequence of at-rest and operational runs. Avoid a schedule that contaminates a later measurement or forces the team to change configuration without documentation.

Specify enough equipment capacity

Operational protocols often take longer because multiple interventions and camera views are required. Particle counters may need multiple locations and sample volumes. Foggers may need repeated runs. Quote around the complete test matrix rather than one demonstration.

What to include in the RFQ

Where the study includes both states, keep the equipment settings and camera geometry controlled unless the protocol explicitly changes them. Record the transition period and any recovery time. That makes it easier to distinguish a state-related airflow change from a test-setup change.
