Mark each line as mandatory, preferred or informational
Unranked requirements create avoidable cost and delay. A supplier cannot distinguish a release-critical constraint from a preference unless the RFQ says so. Unknown fields should be marked for clarification rather than filled with assumptions.
Compare quotations against one normalized matrix. A lower price may exclude certificates, accessories, freight, validation support, calibration, commissioning or software required by another quote.
