How to Build a Technical Bid Package for Scientific Equipment

Short answer: A strong bid package separates the application, mandatory acceptance criteria, preferred features, included scope, documentation and commercial instructions. It gives suppliers enough information to quote comparably without forcing them to guess the process.

Decision rule: If a requirement will decide award or acceptance, make it explicit and testable before the quote is issued.

Write the user requirement

Describe what the equipment must accomplish, who will use it, the environment, sample or process, throughput and critical constraints. Avoid copying a competitor’s feature list unless each feature is genuinely required.

Separate mandatory, preferred and informational fields

Mark each criterion. Mandatory items are pass/fail. Preferred items influence evaluation but can be traded. Informational fields help the supplier understand the project. This prevents a minor preference from being treated like a regulatory requirement.

Define the supplied scope

List the base equipment, accessories, consumables, cables, adapters, software, freight, installation, training, calibration and documentation. Require suppliers to identify exclusions and assumptions. A low quote with missing essentials is not comparable.

Define acceptance

State factory, site or user acceptance tests; who supplies samples or utilities; required data; pass/fail limits; and what happens when the equipment does not meet the criteria. Acceptance should connect directly to the user requirement.

Control deviations

Provide a compliance matrix and require the supplier to mark comply, exception or alternate. Narrative marketing material should not substitute for a line-by-line response. Evaluate exceptions before award.
